The European Commission Launches Digital Commons EDIC to Strengthen Europe’s Sovereign Digital Infrastructure

The European Commission has formally established the Digital Commons European Digital Infrastructure Consortium (DC-EDIC), a new mechanism enabling Member States to jointly develop and operate cross-border digital infrastructures under shared governance. France, Germany, the Netherlands and Italy are founding members, with the statutory seat in Paris. DC EDIC will coordinate investment in open, interoperable and trustworthy infrastructure in the areas of European common data infrastructure and services and connected public administration, and act as a one-stop-shop and expertise hub for Digital Commons initiatives across Europe.

The DC-EDIC marks a significant step toward reducing Europe’s dependence on imported digital technologies. The official launch is a key milestone in the work started under the French EU Presidency in 2022, which highlighted Digital Commons as a cornerstone of Europe’s technological sovereignty.

Open Future welcomes the launch of the DC-EDIC as a move to anchor Digital Commons within Europe’s digital sovereignty agenda. In our recent policy brief From Public Investment to Public Value we called for strengthening the role of the DC EDIC as a governance and coordination mechanism capable of providing long-term stewardship for Digital Commons. To fulfil this potential, the DC-EDIC should be equipped with a strong mandate and sustained investment, ensuring that Europe’s digital sovereignty agenda translates into tangible public value through open, democratic, and rights-aligned infrastructure.
