Digital Commons are a key tool for ensuring that digital resources – such as data, information, and knowledge – are managed in a way that democratizes access and benefits the general public. We envision these commons as collectively created resources that prioritize use and reuse by the public while simultaneously preventing predatory data extraction by those who wish to limit access.

The establishment of Digital Commons will support Europe’s aim to put technologies at the service of citizens and the public interest. Policies based on this principle can protect fundamental rights while still enabling the generation of economic value. Commons are also vital for the delivery of Public Digital Infrastructure. Such infrastructure will adequately address the challenges related to AI and related technologies that seek to control and commodify resources.
